Legislation through Filmmaking

As of recently, a fellow global scholars colleague has presented me with the opportunity to support a Proposition that would allow local governments to adopt rent control and ultimately repeal the Costa-Hawkings Rental Housing Act. The Costa-Hawkings Act limits the use of rental control on properties first occupied after February 1,1995 and housing units such as condominiums and townhouses in California. The act also provides that landlords have a right to skyrocket rent prices to market rates when a tenant moves out. Removing the Costa-Hawkings Act would profoundly benefit the wellbeing of the tenant by regulating rent expenses to a reasonable price while staying in accordance with California law and providing rent-control policies that do not violate landlords' rights to fair financial return.
As for the filmmaking aspect of the campaign, the legislators are currently looking for individuals who can make films for them. These films would dive into the lives of those affected by the lack of rent control in Los Angeles to expose the true repercussions. As of now, there is a significant opposition to Proposition 10 which means the films are more important now than ever. I am currently looking into filmmaking in general, and I believe making a film for a greater purpose is a perfect place to start.
